Upang higit pang mapalakas ang quality systems nito, nagsagawa ang Jacobo Z. Gonzales Memorial School of Arts and Trades (JZGMSAT) ng study visit at benchmarking activity sa Malaysia noong Setyembre 29 hanggang Oktubre 3, 2025.
Pinangunahan ito ni TESDA CALABARZON Regional Director Archie A. Grande, kasama sina TESDA Laguna Provincial Director Zoraida V. Amper at JZGMSAT Administrator Dr. Angelica S. Gonzales.
Layunin ng pagbisita na matutunan ang mga best practices ng mga APACC Platinum-awarded TVET institutions tulad ng Politeknik Port Dickson at Kolej Kemahiran Tinggi MARA Masjid Tanah, bilang paghahanda sa APACC re-accreditation ng JZGMSAT.
Ang mga natutunan mula sa benchmarking ay magsisilbing gabay sa pagpapahusay ng mga programa ng paaralan tungo sa patuloy na kahusayan sa technical at vocational education and training (TVET).
From March 17 to 21, 2025, the Qualifications and Standards Office, in collaboration with the Curriculum and Training Aids Development Division, conducted the Finalization and Validation Workshop for the Diploma Program Standards in the Tourism Sector, aligned with the Philippine Credit Transfer System (PCTS). The event was held at Gabriela Silang Hall, TESDA Women’s Center (TWC), TESDA Complex, East Service Road, South Luzon Expressway, Fort Bonifacio, Taguig City.
The workshop aimed to achieve several key objectives, including refining job roles and functions for the PQF Level 5 Diploma Program, reviewing the curriculum framework, credit units, and implementation schedule, and formulating implementing guidelines for the program standards. Participants also finalized the diploma program standards and curriculum packaging. Among the attendees were JZGMSAT Trainers, Mr. Jericho C. Dela Rosa and Mrs. Teofila S. Delos Reyes, who contributed their expertise during the sessions.
This collaborative effort ensured alignment with industry requirements and national qualification standards, contributing to enhanced educational pathways and workforce readiness in the tourism sector.

The 3SK Capacity Building Module 3: Basic Life Support (BLS) Training – Hands-Only CPR was successfully held on February 14, 2025, at JZGMSAT, Biñan, Laguna, in partnership with the Community Health Office II of Biñan and sponsored by UNILAB.
Led by Dr. Jenalyn C. Mendoza and a team of healthcare professionals, the training equipped participants with essential knowledge and hands-on skills in Basic Life Support, enhancing their ability to respond effectively in emergency situations.
The event was graced by the presence of Hon. Titus "Bosseng" Bautista and supported by UNILAB representatives, who generously provided snacks, lunch, and care kits for all attendees.
A total of 95 participants, including faculty, staff, and Student Council members, actively took part in the training. Certificates of completion were awarded to all participants, recognizing their commitment to strengthening their life-saving skills.

05 February 2025 | The ILO Country Office for Bangladesh visited the Jacobo Z. Gonzales Memorial School of Arts and Trades (JZGMSAT) as part of the ISEC Project: "Leaving No One Behind – Improving Skills and Economic Opportunities for the Bangladesh Community and Rohingya Women and Youth in Cox's Bazar, Bangladesh." The project aims to economically empower Not in Education, Employment, or Training (NEET) youth, women, and other vulnerable groups in the Cox’s Bazar district of Bangladesh.
The benchmarking activity focused on the Dual Training System (DTS), one of JZGMSAT’s training modalities that combines theoretical instruction with practical, onsite training. The visit highlighted the crucial role of private industry partners in providing employment opportunities.
Among the facilities toured were the Internet of Things (IoT) Laboratory, Mechatronics Workshop, Automotive Workshop, Solar-Powered Coffee Shop, and Tourism Sector workshops.
The Bangladesh delegation, led by Dr. Gazi Md. Saifuzzaman, Director General of the Department of Youth Development, Ministry of Youth and Sports, and Ms. Ruchika Bahl, Chief Technical Adviser for ILO Cox’s Bazar, Bangladesh, was warmly welcomed by CALABARZON Regional Director Archie A. TESDA Laguna led by Provincial Director Zoraida V. Amper met with Dezu Corporation on January 24, 2024, to discuss potential collaboration in addressing the demand for skilled waterjet technology operators.
Held at Dezu’s headquarters, the meeting was attended by TESDA technical staff from Jacobo Z. Gonzales Memorial School of Arts and Trades (JZGMSAT) and TESDA-LLDA Provincial Training Center. Director Amper emphasized TESDA’s capacity to provide an immediate workforce and train Dezu employees, even offering to develop Competency Standards (CS) if needed.
Dezu Corporation, led by CEO Carlo Beltran, specializes in waterjet and high-pressure technology, robotics, and mechatronics. With growing manpower needs in electronics, electrical, mechanical, and mechatronics fields, Dezu aims to strengthen its workforce this year.
The partnership is expected to enhance industry-driven training programs and bridge the skills gap in this emerging sector.

Jacobo Z. Gonzales Memorial School of Arts and Trades (JZGMSAT) trainers Mr. Joemel M. Narag and Ms. Jovelyn C. Vistan attended the Trainers' Training: Upgrading of Baking Techniques and Practices towards Productivity at Chungbuk Health and Science University (CHSU) in South Korea, made possible through the sponsorship of Rotary International.
The training aimed to enhance their skills in modern baking, pastry-making, and confectionery. Led by Professor Hong Geum Ju of CHSU, the program featured hands-on workshops covering advanced techniques and current industry trends.
In addition to technical training, the program offered a cultural exchange opportunity. The participants had the chance to explore Korean traditions and cuisine, broadening their global education perspective.
The knowledge gained from this experience will help improve JZGMSAT’s baking and pastry curriculum, aligning it with international standards and benefiting future students.

On September 12, 2024, Samsung Electro-Mechanics Philippines (SEMPHIL) successfully held the SEMPHIL Education & Employment Driven Program Completion Ceremonies at the People's Room. The event began with an invocation, followed by the presentation of the SEED Program by Ms. Katrina Mae S. Lopez, the program host.
In his opening remarks, Mr. Cho Hang Kyu, SEMPHIL President, expressed his enthusiasm for the ongoing partnership with TESDA. He emphasized SEMPHIL's commitment to continuing its support for individuals, providing opportunities that not only improve lives but also help graduates support their families. Jacobo Z. Gonzales Memorial School of Arts and Trades (JZGMSAT) conducted the first batch of National Assessment in Barista NC II with the third-year students of the Diploma in Hospitality Management and Services.
These Universal Access to Quality Tertiary Education (UAQTEA) scholars were handled under the supervision of Mr. Jericho C. Dela Rosa and assessed by Mr. Ron Peter O. Pabellon. One hundred percent (100%) of the students completed the training, were assessed, and certified during the assessment.

TESDA Region IV-A (CALABARZON) Director Toni June A. Tamayo, CESO III, warmly greeted the institution with his message. He highlighted some of the 2022 accomplishments of JZGMSAT, such as the MOA signing, ribbon-cutting, building inauguration, and many more.
Furthermore, he expressed his heartfelt gratitude to the partners, private companies, and the Local Government Unit (LGU) for choosing to help the agency build the nation by providing quality TVET and thwarting poverty by increasing access to Technical Vocational Education and Training (TVET).
Additionally, the JZGMSAT conveys awards in the following three (3) categories:
1. Career Showcase - trainers and learners in every work area prepared for their best display to educate the Junior High School and Senior High School Students about the qualification, TESDA scholarships, and Vocational Education. Also, they presented successful graduates of the institution who gave their learning testimonies.
The Food and Beverage Services came 1st, followed by Barangay Health Services, then Cookery.
2. 5S Audit: This activity evaluates each work area on how the trainers and learners implemented the 5S in their room.

3. Institutional Skills Competition: (Welding, Electrical, and Cookery) This competition is conducted to prepare learners for incoming skills competitions in the future. The president of Motorcentral, Mr. Dennis A. Lazaro, donated one motorcycle and one engine for the institution's Small Engine and Motorcycle Courses. TESDA Laguna Provincial Director Cariza A. Dacuma graced the event and expressed her admiration for the generosity of the Motorcentral Group of Companies.
During the turnover ceremony, JZGMSAT Administrator Benito G. Reyes extended his gratitude to Motorcentral for providing the motorcycle and engine that will enhance the quality of learning for every learner. Motorcentral Group of Companies HR Supervisor Vergel Rapin delivered the message on Mr. Lazaro's behalf.

The JZGMSAT became the first institution to undergo on-site reaccreditation held on August 16 -18, 2022, two years since the COVID-19 pandemic globally dominated.

“As we all see in present days, gender is no longer an issue in leadership. The hallmark of leadership is the capacity to influence others towards accomplishing the organization’s mission. These are my guiding principles in my day to day exercise of tasks for whatever position I handle. For these reasons, for as long as I possess the qualifications required of my position, I am not bothered being surrounded by male high-ranking officials.”
Expectedly, these are the words of TESDA Deputy Director General Lina Castillo Sarmiento, the first female third-level officer of the Philippine National Police (PNP) to receive and hold the position of Police Director (Major General in the AFP), a 2-star rank position when she was designated as the Director of the Directorate for Police Community Relations of the PNP.
Prior to the said designation, DDG Sarmiento started as a Forensic Chemist in the PNP. She then held various positions such as the Head of the PNP Human Rights Affairs Office and Head of the Director of the Police Security and Protection Group.
In 2014, she was appointed as the Chairperson of the Human Rights Victims’ Claims Board (HRVCB), which provided reparation and recognition to the victims and/or families of victims of martial law. Her appointment however received criticisms from various human rights groups, questioning her integrity to chair the Board, since she was a former Police General. Asked about how she overcame the criticisms, DDG Sarmiento said she just focused on performing her assigned duties, and showed them her integrity, sincerity and impartiality through actions.
In December 2019, DDG Sarmiento was tapped to be one of TESDA’s high-ranking officials as Deputy Director General for Partnerships and Linkages. Currently, she serves as the Deputy Director General for Technical Education and Skills Development (TESD) Operations wherein she assists the Director General in matters pertaining to operations, program registration, assessment and certification, and scholarship programs; oversees the implementation of national strategy to enhance access to TESD programs and services at the Regional/Provincial levels among others.
Under her leadership, partnerships with local and international partners were forged. Some of these are with Agro Studies, which would help modernize the agriculture sector in the Philippines through advanced studies and training of Filipino agriculturists in Israel, and the agreement between TESDA and the Land Transportation Office (LTO) to strengthen driver’s education in the country. She was also instrumental in the implementation of “TESDA Abot Lahat ang OFWs” program.
DDG Sarmiento might have a lot on her plate and faced a lot of challenges but her management and leadership experience from almost 30 years of honest public service proves that she is really a woman of action.

DDG Rosanna A. Urdaneta currently holds the position of Deputy Director General for Policies and Planning with a rank of CESO II.
DDG Urdaneta started her career in the government as a Budget Aide in the Budget Division of the then National Manpower and Youth Council (NMYC). She earnestly honed her skills and talents in the field of community enterprise system and development, training technologies, organizational development, and systems thinking.
Her leadership and foresight as the Deputy Director General for Policies and Planning has driven TESDA into international prominence especially with the establishment of the ASEAN TVET Council (ATC), while securing the relevance of technical vocational education and training (TVET) at the national level.
She is instrumental in spearheading key policy reforms directed at guaranteeing the readiness of the TVET sector for the Fourth Industrial Revolution. She further facilitated the strengthening of industry participation and partnership in TVET thru the formulation of a blueprint for the TVET sector in the country known as the National Technical Education and Skills Development Plan 2018 to 2022. She is currently the Asia-Pacific Economic Cooperation (APEC) Human Resources Development Working Group (HRDWG) Capacity Building Network (CBN) Coordinator for 2021 to 2022.
As DDG Urdaneta journeyed her way to success, she worked alongside the great minds of her male bosses. She never saw it as a disadvantage rather she used it to her advantage. Her male bosses contributed so much to what kind of a leader that she has become and will become in the future.
It was not an overnight success, DDG Urdaneta rose from the ranks and climbed the corporate ladder. During the early part of her career, she literally climbed the fields and mountains of Mindanao in the middle of cross fires. She left the comforts of the Central Office and most especially, her own home and her family to serve her kababayans.
The passion and heart to serve is inherent to DDG Urdaneta and is the driving force that keeps her going. She sees her position to be a changemaker and to improve the lives of the Filipino people thru her service in TESDA.
At the end of the day, none of these will be possible without her close relationship with the Lord. Many times, she would question and wonder if she made the right decisions or if all her efforts were worth it. God worked His wonders, reassured her that she made the right decisions and is still making the right ones because her children became the most loving, responsible and God-fearing individuals. They are all stable and making a living on their own. The most fulfilling part of it all is that she is gifted with a very adorable grandson who is making her life all worthwhile.

WATCH: Over 400 competitors across the nation will be competing in various skill areas for this year's Philippine National Skills Competition. The competition will begin on December 13, 2021, and if given a chance, winners will have the opportunity to represent the Philippines in the World Skills Competition in Shanghai, China.
The World Skills Competition is more than just a competition of skills, it is also an opportunity for the participants and other tech-voc experts to learn from the best practices of other participating nations.

CAVINTI, LAGUNA - On December 7, 2021, TESDA Laguna assisted the Philippine Army under the leadership of Col. Cerilo C. Balaoro Jr. on its implementation of the Gender and Development (GAD) program which primarily aims to inspire and encourage uniformed personnel to become more gender-responsive.
Through the active participation of Jacobo Z. Gonzales Memorial School of Arts and Trades (JZGMSAT), the military members of 202nd Infantry (Unifier) Brigade were trained for Table Skirting and Basic Table Services. With the activity, uniformed personnel will be able to enhance their knowledge and skills on proper table preparation and services which can be utilized both in the workplace and at home.
Aside from this, the participants may use this as a training intervention to geographically isolated and disadvantaged areas (GIDAS) once they were deployed in the rural communities. With this, they’ll be able to empower the citizens to be self-reliant members of the society since this skill can provide various employment and livelihood opportunities.

RD Tamayo checked on the status of the ongoing construction of the four-storey multipurpose building in the area and other improvements in the institution.
The four-storey building will serve as additional rooms for their scholars under the different training programs offered by the TAS. After that, Mr. Benito Reyes led RD Tamayo to their Ernesto Hall, a building intended for an expanded assessment center (AC) for Domestic Works NC II.
With all these additional buildings and school improvements, these give scholars a comfortable and conducive place to learn. Aside from that, it also allows the JZGMSAT to dilate their area for capacity.

On October 27-29, 2021, the TESDA Provincial Office of Laguna conducted the 2021 Provincial Skills Competition to provide recognition for technical excellence and develop a new generation of highly skilled professionals and select the best and the brightest skilled individual to represent the country in the international competition.
The three-day event started with a kick-off program on October 27 at Jacobo Z. Gonzales Memorial School of Arts and Trades, Biñan Laguna spearheaded by Provincial Director Cariza A. Dacuma together with JZGMSAT Vocational School Administrator Benito G. Reyes. The competition includes seven (7) skills area of Automobile Technology, Bakery, Electrical Installation, Refrigeration and Airconditioning, Welding, 3D Digital Game Art, and Cyber Security and was participated by five (5) TechVoc Institutions.
The JZGMSAT served as the physical venue for Automobile Technology, Electrical Installation, Welding, Refrigeration and Air Conditioning while LPU Calamba Campus was the venue for Bakery. The 3D Digital Game Art and Cyber Security were both done online.

Matienzo of Lyceum of the Philippines University (LPU) Laguna for Bakery; Rafael M. Reyes for 3D Digital Game Art and Renz A. Aggabao and Dan Niño I. Fabro for Cyber Security of De La Salle University Skills Proficiency and Resource Development Center (DLSU SPARC).
Both Jasper M. Montoya of SRMTC and Jervi V. Catapia of Xavier Technical Training Center received a silver medal for Welding.

TESDA-Jacobo Z. Gonzales Memorial Skills and Trades (JZGMSAT) manufactured its own “Solar Powered Portable and Automatic Soap/Alcohol Dispenser“.
They produced a total of six (6) units. Five (5) of which are currently in TESDA-JZGMSAT and one (1) unit was in Municipality of Biñan Laguna, (Engineering Division).

Jacobo Z. Gonzales Memorial School of Arts and Trades (JZGMSAT) held month-long activities in observance of National Women’s Month in March.
Some of the said activities were demonstrations of skills that can be sources of livelihood for women. Mrs. Cecilia Burgos, JZGMSAT trainer for Hilot Wellness Massage NC II, facilitated the demonstration of Chair Massage on the 15th. Meanwhile, Mr. Jericho Dela Rosa and Mrs. Cristeta Dacumos shared their knowledge and skills on Table Skirting on the 20th and 21st. And Mr. Enrico Alatiit, JZGMSAT trainer for Beauty Care NC II, was in charge of Make-up demonstration and the “Pampering Day” which was open to anyone who wants to avail of free manicures and pedicures on the 22nd. A culmination program was held on the 29th at the JZGMSAT Covered Court from 9:00 am to 11:00 am. In cooperation with the JZGMSAT Student Council 2019, the program allowed some trainees to showcase their acquired skills from their training and their talents.
JZGMSAT Faculty and Staff wore shirts or accessories with shades of violet every Friday to show their solidarity.
The National Women’s Month Celebration every March is part of the worldwide observance of the International Women’s Day (IWD). According to the Philippine Commission on Women, the theme “We Make Change Work for Women”, which shall be used from 2017-2022, highlights the empowerment of women as active contributors to and beneficiaries of development.
